Conservatives pass motion to limit debate on budget bill C-38:
http://www.ctv.ca/CTVNews/Politics/20120503/canada-conservatives-budget-debate-120503/
Quote: "the bill would amend 60 different laws, eliminate a number of others, and makes massive changes to the Canadian Environmental Assessment Act.
Those environmental changes, which have enraged environmentalists, would streamline the process for corporations to get approvals for projects such as the Northern Gateway pipeline."

How dare the government follow the recommendation of the Supreme Court of Canada.

Minewatch Canada v. the Federal Gov't. Went to the supreme court a couple years ago over the feds decision to accept the provincial environmental review as sufficient. The SCC rules that yes, the feds should have conducted their own review according to the current laws, but the also recognized that the current law caused a lot of duplication between provincial and federal reviews, and as the environmental assessment act is up for review every 5 years, the gov't should change things to make it more efficient. They also allowed the Mine to proceed, as minewatch is not a stakeholder in the project, and therefor does not get to be part of it.
I tried finding the exact quote last night, but all the serious news articles are overwhelmed by anti-mining NGO's on google, and after 18 hrs straight of bring in the lab at school, I didn't have the gumption to search any harder than that. If I feel like it, I will try find a source later.
These changes are something that AMEBC and many other mining groups (as well as oil and gas, I'm sure) have been calling for for years now. Keep the review process just as through (which they are doing), but PLEASE do not make us do everything twice, and put time constraints on how long it takes the gov't to come to a decision.

I am not sure that a lot of people understand the review process...maybe these changes will result in an efficient process that still ensures proper review. I really hope this is the case...but not holding my breath.
However...I am more concerned that the govt has essentially neutered the National Energy Board. Any decisions they make as far as energy projects now go to the minister for final go/no go. This type of authority should not rest with one person - especially when the oil/gas lobby has more of this person's ear then the voter ever will... |

| I think all the Federal Environmental changes/weakening is all about approving Canadian resource projects no matter the environmental damage and consequences. All the legislative changes in the Budget Bill sets the way such that the environment is no longer an obstacle to the approval of future mining and oil and gas resourse projects including the Enbridge and Kinder Morgan tar sands pipe line projects through BC. |
