It's a voluntary closure meaning the back country is not closed but they are asking folks to voluntarily refrain from going into the back country. All open fires are banned. The closure may go to an enforced ban meaning no one goes into the back country but as of today you can go in but it's strongly suggested you don't. The risk of a fire is very great.
