Silverdaisy is the first one that comes to mind. Long road and no snowmobiles. Also Fat Dog trail/road to the Three Brothers area.

the other alternative, given that he's staying in Hope, is the Coq. now there's not much there that is easy access and flat and easy but Juliet Creek and Zoa also come to mind.

Silverdaisy is uphill, but still a good one if they want to ignore the "flat and rolling" rule

Skagit River Trail is a good one, although I think there are some minor short stretches that might not be fun on skis.

Lightning Lakes is a very good option - flat, no snowmobiles, no fees.

They could also investigate the Monument 78 or Monument 83 trails - they're minor grade and straight but I don't think there is much of a view except for the end of Monument 83 at the border. It's a long trek back there.

Also could buy a single lift up and do Poland Lake.

Other options with elevation gain:
* Frosty
* Windy Joe (recommended - you get the tower at the top ;-)
* Fat dog

Fat dog is a good option - I think it's doable even on XC type skis. For a long tour you could cross over to blackwall peak and come down the road to the lodge.

There are some other ungroomed XC trails in the Cambie Creek area of manning park (other than Fat Dog). I've never done these, but I understand one of them goes a ways up the similkameen river. You could also try skiing the road/trail up the Skaist river towards Hope Pass. I've never done any of these myself (prefer steeper terrain) but I think they would be worth exploring.

Eight Mile and Eleven Mile Creek roads just below the Hope Slide. Both meet the criteria. Can't say about snowmobiles, but they seem to prefer the Coq. Both roads penetrate deep into the mountains. 11 mile has a little bush midway but opens out at the head end. There's a monster slide path on the north side of MacLeod that needs a first descent. Might make an interesting crossover for someone.

Behind Sunshine Village the road up Sumallo Creek is pretty much textbook "flat and rolling"
