Depends on the hike,no one is gonna carry a 60 litre pack equipped with all the "what if's" on a wander to Norvan falls etc.
choose appropiate terrain.Go with a buddy and/or have a contact that knows where and when you are/expect you back.Stay on trail, unless you are confident with navigation in wintery conditions.Try to stay dry and carry some basics, icluding a headlamp.
A whistle is a great idea,FRS radio is also good, along with a map of the area.

Best answer.

Carrying a rope and all that other crap as minimum gear is just silly. If you are just starting out with winter hiking you'd have to be a totaly gumby to get yourself into the type of terrain where you would need these. Harness and rope and biners ect ect is not hiking gear.

What is the minimum we have to carry when we hike in this time of the year?

It depends on where you go and how far you are going.
