I'm looking for a second hand down jacket suitable for normal Vancouver area winters... to use as my primary warm layer for winter camping, ski touring, etc.

I went past John's last week and they had a sign out that said "Down Jackets" $49.00

They are a big Gore-tex place as well.

Location is on East Hastings across from the Kootenay bus loop.

One thing you need to be particularly mindful of down jackets in this type of climate, is the need for a water repellant fabric on the jacket like a DWR coating. A wet down jacket is a useless down jacket.
