Waterproof? Maybe, but no more than any other DWR fabric.
Breathable? No.
On an easy dayhike with temps between -10 and 0°, wearing a fleece underneath, I had the pit zips completely open just to vent the sweat. On another one, with temps around freezing and a bit of snow, I switched after a while to my beatup old Sorel. Just too hot and sweaty - I was soaked once I started exercising.
The Revel will stay in my backpack as a summer shell. It will be good for keeping the chill off in the morning and evening, and it's light enough to carry in case of an unexpected shower.
Will I wear it as my standard mountain jacket? No.
